Domestic and Sexual Violence Coordination System

The government authority in Oregon is seeking a domestic and sexual violence coordination system to support survivors of domestic violence, dating violence, sexual assault, and stalking, as well as their children and dependents. The agency requires a range of services focused on confidential emergency shelter, crisis advocacy, system navigation, housing placement and retention, and community-based services. The emergency shelter services must be short-term, confidential, and accessible twenty-four hours a day, seven days a week, year-round, with a focus on transitioning survivors from shelter to stability. The scope of work also covers crisis advocacy and system navigation to offer safety planning and crisis support to help households rebuild safety. Housing placement and retention services must assist households fleeing or experiencing homelessness as a result of violence to successfully gain and retain permanent housing. The community-based services category requires non-shelter and non-housing domestic violence and sexual assault services for the general population. Bidders must be onshore organizations based in the United States. The selected contractor must perform all work onsite in Oregon. The agency is looking for proposals to determine the budget and has scheduled a pre-bid meeting for July 7, 2026.
