Comprehensive Title IX, Equal Employment Opportunity (EEO), and Civil Rights Compliance Services

A government authority in Missouri is seeking a vendor to provide comprehensive Title IX, Equal Employment Opportunity (EEO), and civil rights compliance services. This initiative aims to support the agency's commitment to legal compliance, equitable treatment of students and employees, and institutional effectiveness. The selected vendor will manage compliance administration, complaint intake and assessment, investigations, hearings, appeals, informal resolution services, training, policy consultation, reporting support, and case management technology. The scope of work requires the vendor to review policies, procedures, workflows, templates, and communications for legal compliance and best practices, as well as assess current caseloads and historical trends. The vendor must receive and assess reports of discrimination, harassment, sexual misconduct, retaliation, and related misconduct through the College's existing case-processing platform, Maxient. Responsibilities also include conducting intake meetings, coordinating supportive measures, performing impartial investigations, gathering evidence, preparing written investigation reports, and providing hearing and adjudication services. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of all contracted work will take place offsite. Bidders may submit their responses digitally via email or through an online portal, and the agency is currently looking for proposals to determine the budget. The contract period will span one year.
