Training and Individualized Technical Assistance Services

A government authority located in Salem, Oregon is seeking a vendor to provide training and individualized technical assistance services. The agency needs to support the implementation of the Head Start Program Performance Standards and develop governance and leadership, including working with Parent Policy Councils and Boards. The selected vendor will also address fiscal management, internal controls, sustainability planning, and Eligibility, Recruitment, Selection, Enrollment, and Attendance systems and attendance strategies. The scope of work covers the inclusion of children with disabilities and special health needs, trauma-informed and culturally responsive practices, and workforce recruitment, retention, and compensation planning. Additionally, the agency requires assistance with Continuous Quality Improvement systems, Family Engagement Systems, and Home Visiting Services. All training and technical assistance must incorporate adult learning best practices. Only organizations based onshore within the United States are eligible to bid on this opportunity. The agency expects the performance of all work to occur offsite. The buyer has not disclosed a specific budget and is looking for cost proposals from interested bidders. The agency will host a pre-bid meeting on July 9, 2026. Bidders must submit all questions regarding this opportunity no later than July 13, 2026.
