Breath Alcohol Testing Unit and Equipment Supply

The City and County of Honolulu, or the relevant government authority located in Oahu, Hawaii, is seeking a vendor to provide a breath alcohol testing unit and associated equipment supply. The agency requires a mobile testing unit built on a twenty-four-foot body to facilitate on-site sobriety evaluations and offender processing. This procurement aims to establish a fully equipped, self-contained mobile environment that meets specific technical, safety, and operational standards for law enforcement personnel. The scope of work requires a mobile unit featuring an unobstructed area long enough to accommodate nine heel-to-toe steps, auto-leveling capabilities, and indoor closed-circuit cameras. The interior must include two workstations with task chairs, two Intel Core i5 desktop computers with sixteen gigabytes of RAM and Windows 11 Pro, two twenty-four-inch monitors, keyboards, mice, and a printer with scanning and copying capabilities. Additional interior specifications include two offender processing chairs with cuff holders, an air conditioning unit, a forty-inch LCD television, red light and standard interior lighting, non-skid commercial-grade flooring, ninety-inch fiberglass reinforced plastic wall lining, cabinetry with whiteboard inserts, and sufficient storage space. The agency also requires a small lavatory with a sink, a small galley with running water, and a separate room for a lab area and blood draw station containing a small lockable refrigerator for blood and urine storage. The unit must feature a workstation for breath testing that prevents radio wave or electrical interference during operation, equipped with a CMI Intoxilyzer 9000 or an equivalent breath alcohol tester listed on the Conforming Products List for evidential use. The tester requires initial calibration by the vendor to meet industry accuracy standards, alongside inside ventilation designed to prevent breath alcohol contamination. The vehicle must also include police radio wiring and an antenna. Eligibility is restricted to onshore vendors located within the United States. The performance of the contract will take place offsite from the agency's primary location. The agency is looking for proposals to determine the budget, and the contract period will run for one year.
