Master Planning Service

The Norwalk, Connecticut government authority is seeking consulting teams to develop a comprehensive, ten-year master plan. The agency needs to assess how this master plan aligns with its existing ten-year strategic plan to properly guide the phasing of future work. To solve this planning challenge, the selected partner will conduct market and peer benchmarking while establishing an audience experience vision and guiding principles. This vision must address wayfinding, storytelling, innovation, accessibility, physical and virtual visitor outreach, and the activation of space. The requested scope of work spans five distinct phases to guide the agency through this long-term initiative. Phase one focuses on discovery and assessment, followed by phase two which establishes the visioning and experience framework. Phase three requires concept development, phase four covers financial modeling and phasing, and phase five culminates in the final master plan. The agency expects the resulting contract period to run for ten years. Only onshore organizations based in the United States are eligible to submit proposals for this opportunity. The agency requires the selected vendor to perform all work offsite. Bidders must submit any questions regarding this procurement no later than July 1, 2026. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost.
