The City of Twin Falls, Idaho, is seeking a development partner to deliver a catalytic mixed-use project in its downtown area. The agency is trying to solve the problem of underutilized downtown space by creating a development that strengthens downtown vibrancy, activates the public realm, and contributes to long-term economic sustainability. The project must drive pedestrian activity, activate street frontage, encourage extended downtown visitation, support surrounding businesses, and generate lasting economic momentum. The scope of work covers the development of housing, hospitality, and retail spaces. The agency requires the integration of shared parking arrangements and parking management strategies, such as time limits, pricing, valet, or district-wide coordination. The partner must also incorporate demand-reduction approaches, including walkability, mixed-use synergies, or other mobility strategies. Eligibility is restricted to onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. The budget is open, and the agency is currently looking for proposals to determine the financial scope. The agency has scheduled a pre-bid meeting for July 8, 2026. Bidders must submit all questions regarding this opportunity no later than July 20, 2026. Evaluation criteria will be based on the submitted proposals that address the requested mixed-use development and parking strategies.
