Development of City Owned Properties Opportunity Service

The City of Lovington, New Mexico is seeking a vendor to provide a development of city-owned properties opportunity service. The agency is trying to solve community development challenges by generating housing, redevelopment, economic development, and neighborhood revitalization. The selected partner must promote quality development, increase housing opportunities, enhance property values, improve neighborhood appearance, generate economic activity, demonstrate financial feasibility, and provide long-term community benefit. The scope of work covers the development of city-owned properties to provide the greatest overall benefit to the community through compatible uses. The agency requires the performance of all work to be conducted offsite. Eligible bidders must be onshore organizations based solely in the United States. The agency is looking for proposals to determine the budget and financial structure of the project. Bidders must submit all questions regarding this opportunity no later than July 9, 2026.
