System of Care Fiscal Assessment Services

The Oregon System of Care Advisory Council in Salem, Oregon is seeking a contractor to conduct a system of care fiscal assessment and develop a strategic financing plan. The agency needs to analyze its complex web of federal, state, local, and philanthropic funding streams to align investments with the values and goals of its strategic plan. This project aims to help state leaders identify where funding flexibility can be leveraged for braided and blended funding to support payer-neutral programs. The strategic financing plan must also provide recommendations on maximizing federal reimbursement and redirecting dollars into upstream home and community-based settings. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The selected contractor will perform all work offsite.
