RFI for SolarWinds Access Rights Manager Implementation Services

The Jacksonville Transportation Authority in Jacksonville, Florida is seeking information to implement SolarWinds Access Rights Manager to enhance its security, audit, and compliance posture. The agency needs to solve challenges related to Active Directory and file server permissions visibility, access review workflows, change-tracking, reporting, training, and ongoing support. Through this request, the agency aims to identify standard implementation options, recommended deployment architectures, configuration approaches, and integration capabilities. The scope of work covers Active Directory permissions visibility for accounts, groups, inheritance, and privileged rights, alongside file server NTFS and share permissions scanning. The requested solution must include scheduled scanning of Active Directory and file servers, reporting and dashboard capabilities for information security and internal audit teams, and change-tracking functionality for permission updates. The agency also requires access review workflows, permission cleanup strategies, group management improvements, and least-privilege enforcement methodologies. Eligible respondents must be onshore organizations located entirely within the United States. The agency requires the selected vendor to perform all work offsite at the vendor's own office premises. While the agency has not disclosed a specific budget, it is actively looking for proposals to determine the financial scope of the project.
