Developer and Operator Services to Design, Fund, Maintain and Operate a Restaurant

Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The selected developer will perform all design and construction work offsite, and the resulting contract will carry a term of three years. The agency is requesting comprehensive proposals to determine the budget and financial structure of the agreement. The agency will conduct a non-mandatory pre-proposal meeting on July 16, 2026, to address preliminary inquiries.
