Cost Allocation Plan Service

The Corpus Christi, Texas government authority is seeking a contractor to provide a cost allocation plan service. The agency needs this plan to establish internal pricing policies rather than for negotiation with outside agencies. The selected contractor must prepare the plan in accordance with Generally Accepted Accounting Principles and Procedures. The project requires basing full cost allocations for Tax Increment Financing Zones and other component unit corporate boards on staff hours tracked across at least ten different agency departments. This specific methodology aims to obtain cooperation from and provide greater transparency to these component boards. The agency will assist the contractor by providing the Fiscal Year 2025-2026 adopted budget to serve as the basis for the initial plan. Only organizations based in the United States are eligible to bid on this opportunity. Bidders must submit any questions regarding the solicitation no later than July 16, 2026. The agency will host a pre-bid meeting on July 9, 2026, and will accept proposal submissions digitally via email or online.
