Equity Priority Communities Framework Refresh Project Services

The Metropolitan Transportation Commission in San Francisco, California is seeking a vendor to provide equity priority communities framework refresh project services. The agency needs to critically examine the existing Equity Priority Communities Framework, assess its performance across key functional and equity dimensions, and collaboratively identify limitations and opportunities for improvement. Through stakeholder engagement, data review, and community-informed analysis, the project aims to develop a set of potential conceptual frameworks to more effectively measure and advance regional equity and better serve the Bay Area's socially and economically disadvantaged communities. The scope of work covers project management, external engagement support, and analytical and strategic assistance to develop the foundational direction for the first phase of the refresh. The selected vendor must deliver external engagement meetings and support, a phase one evaluation survey, strategic foundation development, initial data availability and application explorations, and preliminary framework paradigms. The performance of all requested work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for cost proposals from interested bidders. The agency will host a pre-bid meeting on July 6, 2026.
