Arena Feasibility Assessment Service

The Municipality of Chatham-Kent in Chatham, Ontario is seeking a qualified Canadian organization to conduct a comprehensive arena feasibility assessment. The municipality requires a vendor to review all relevant background reports, studies, Council direction, and available data to identify opportunities, constraints, and information gaps. This assessment will help the local government determine the viability, market demand, and community impact of a potential arena project. The scope of work covers a demographic, growth, and catchment analysis alongside a detailed arena market demand assessment. The selected partner must perform a financial, operating, and economic analysis, conduct a comparable facility review and benchmarking exercise, and evaluate risk factors to provide final recommendations. Additionally, the project requires public communications, community engagement, and an analysis of how engagement findings implicate the feasibility study. Eligible bidders must be onshore organizations based in Canada. The municipality allows the work to be performed either onsite or offsite, and bidders can submit their proposals digitally via email or online. The municipality is currently looking for proposals to determine the budget, and bidders must submit all clarification questions no later than July 20, 2026.
