Comprehensive Stormwater Maintenance Program and Framework Service

The Town of Caledon, Ontario is seeking a vendor to establish a comprehensive, data-driven stormwater maintenance program and framework service. The agency needs to analyze historical closed-circuit television (CCTV) data to organize and rank infrastructure conditions, identifying assets that require immediate repairs, future repairs, or are currently in a state of good repair. This initiative will support the agency's future CCTV planning, Geographic Information System (GIS) record updates, and ongoing capital and asset management programs. The scope of work requires the analysis of asset registers, GIS layers for pipes, manholes, catch basins, and outfalls, as-builts, historic work orders, and capital improvements. Bidders must conduct annual CCTV inspections of the storm sewer infrastructure and provide guidance on how the agency can efficiently conduct these inspections in the future. The agency requests the use of professional judgment, tools, models, software, and artificial intelligence to process the data and deliver CCTV video clips, photos, PDF inspection reports, PDF maps, Microsoft Access database files, Microsoft Excel data files, and ArcGIS files of the stormwater system. The agency limits eligibility to onshore organizations based in the United States of America. The selected vendor must perform all work onsite at the agency's locations.
