Prenatal and Postpartum Cessation Program Services

The Mississippi government authority is seeking a vendor to provide statewide telehealth tobacco cessation services for pregnant and postpartum women. The agency is trying to increase tobacco and nicotine abstinence during pregnancy and the postpartum period, improve maternal and infant health outcomes, and reduce disparities in tobacco-related pregnancy complications. The selected provider will combine virtual cessation counseling, care coordination, and participant incentives to achieve these health outcomes. The scope of work covers individual cessation counseling delivered through video, telephone, or secure digital platforms using evidence-based behavioral interventions. The agency requires screening for tobacco and nicotine use at enrollment and regular intervals, the development of individualized quit plans, and biomarker feedback. The provider must also implement an incentive structure, verify tobacco abstinence, commit to a specific participant capacity and service volume, and implement mass-reach health communications interventions. Additionally, the provider must participate in overall evaluation efforts, provide monthly reporting, and work to decrease disparities in cessation treatment among affected populations. Bidders must be onshore organizations based in the United States. Although the services utilize telehealth, the agency requires the performance of the work to be onsite. The agency is looking for proposals to determine the budget and will award a contract for a two-year period. Bidders must submit all questions regarding this opportunity no later than July 17, 2026.
