Grant Management and Third-Party Grant Administrative Services

The Cass County government authority located in Cassopolis, Michigan, is seeking a vendor to provide comprehensive grant management and third-party grant administrative services. The agency needs to solve the challenge of administering, monitoring, and reporting on its grant programs while ensuring strict regulatory compliance. The selected partner will collaborate on the grant management plan, support the development of program guidelines, and manage program marketing and implementation. The scope of work covers program administration, financial management, environmental reviews, and procurement processes. The vendor must manage procurement in compliance with 2 CFR Part 200, which includes drafting and publicizing bid opportunities, managing the selection process, and maintaining all required procurement records. Financial duties include preparing quarterly payment requests, advising on change orders, and organizing supporting documentation such as IGX forms, invoices, contractor statements, and SAM/HUD deniability information. The agency requires the vendor to conduct Tier 1 environmental reviews for program-wide activities and Tier 2 site-specific environmental reviews for each assisted property. The vendor must also oversee job scheduling, progress monitoring, final inspections, and quality control. Performance of all contracted work must take place onsite at the agency's location in Cassopolis, Michigan. Eligibility is restricted to onshore organizations based in the United States.
