The Public Utility District of Pend Oreille County in Washington is seeking a commercial diving contractor to provide as-needed maintenance and project support primarily at the agency dam. The agency requires a partner to solve underwater maintenance challenges, inspect submerged infrastructure, and perform repairs in depths up to 120 feet under all weather extremes. This initiative aims to ensure the continuous, safe operation of the hydroelectric facility and related public infrastructure through timely intervention and emergency response. The scope of work covers underwater inspections, debris removal, documentation, and minor repairs to submerged concrete and metal structures. The selected contractor must possess extensive knowledge of hydroelectric project construction and operations, and have the capability to provide underwater imaging and 3D mapping. Deliverables include timely reports accompanied by dive video in an electronic format. Bidders must be onshore USA organizations and must perform all work onsite at the Pend Oreille facility. The agency requires proof of a strong safety record, including the utilization of Lock-Out/Tag-Out procedures and industry-standard diving certifications. Bidders must also demonstrate the ability to meet minimum standards for underwater construction and diving. The agency is looking for proposals to establish the budget for these services.
