Federal Lobbying Services

The government authority located in Research Triangle Park, North Carolina, is seeking a consultant to provide federal lobbying services. The agency needs to influence federal transportation policy and secure funding by leveraging demonstrated success in representing public transit agencies and local governments. This initiative aims to solve the challenge of navigating complex federal legislative processes, executive branch decisions, and shifting political environments that affect public transportation. The scope of work requires the selected consultant to develop and maintain a Strategic Federal Affairs Plan at contract execution, updating it at the start of each new Congress, each federal fiscal year, and during major administrative shifts. The consultant must engage Congress by drafting talking points, briefing memoranda, leave-behinds, and follow-up correspondence for agency principals. For federal agency engagement, the consultant must maintain relationships with senior officials, coordinate site visits to the Research Triangle region, and secure speaking, panel, and testimony opportunities at federal conferences. Additionally, the consultant must provide analysis, briefings, and semi-annual reports on the political and electoral environment, including post-election transition strategies and orientation plans for new congressional members and administration officials. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
