Compensation Consulting Services

The government authority located in Philadelphia, Pennsylvania is seeking compensation consulting services to ensure its job classifications are consistent, equitable, and legally compliant. The agency needs to verify that positions performing the same level of work with similar complexity, knowledge, skills, abilities, and responsibilities are classified uniformly. Additionally, the agency requires assurance that compensation is based on assigned duties and relevant experience, and that all jobs are properly classified as exempt or non-exempt under the Fair Labor Standards Act. The scope of work requires a comprehensive review and analysis of the existing inventory of job descriptions. The selected contractor must review and revise these descriptions for legal compliance with the Fair Labor Standards Act, the Americans with Disabilities Act, Title VII of the Civil Rights Act of 1964, and United States Department of Transportation safety regulations, including Federal Transit Administration and Federal Railroad Administration rules. The project also covers evaluating whether essential functions and competencies are properly reflected, reviewing education and experience requirements against the defined market, conducting stakeholder interviews to address identified gaps, and recommending necessary job description revisions. The agency also requires the development of a job architecture framework to organize job families and levels. This task includes analyzing and recommending levels of responsibility based on job scope and complexity, as well as providing recommendations for hierarchies and job titles. Finally, the contractor must identify and recommend updated job classification structures and career pathways within and across job families. Eligible bidders must perform all work onshore within the United States, and the performance of the work will take place offsite. The agency is seeking budget proposals for this project, which will carry a contract period of two years. A pre-bid meeting is scheduled for July 2, 2026, and bidders must submit all questions no later than July 9, 2026.
