Fire Rescue Consultant Services

Volusia County Fire Rescue in Volusia, Florida is seeking a consultant to provide fire rescue consultant services to review operational, capital, and administrative budgets. The agency needs to solve the problem of aligning its budgets, incident data, and property records to establish a defensible cost-allocation and rate structure. The project covers extracting, cleaning, and analyzing a minimum of three trailing years of incident response data, as well as auditing and cross-referencing the master parcel file from the Volusia County Property Appraiser. The scope of work requires the development of two rate apportionment options, including an Equivalent Residential Unit model and a Historical Incident Demand model. The selected vendor must also deliver five-year revenue projections, incorporate a five percent statutory reduction for uncollected fees, and factor in two percent administrative fees for both the Property Appraiser and Tax Collector. The agency requires the inclusion of a cost-of-living adjustment calculation methodology within the rate structure. Eligibility is restricted to onshore organizations based in the United States. The agency requires all work to be performed offsite at the vendor's own office premises. The agency is looking for proposals to determine the budget, and all questions regarding this opportunity must be submitted no later than July 14, 2026.
