Construction Manager at Risk Services

Sarasota County is seeking a construction manager at risk to oversee a facility project within the city limits of Sarasota, Florida. The agency requires a design that prioritizes the security and safety of correctional officers, inmates, and the correctional campus. All existing campus correctional facilities and security functions must remain fully operational throughout the entire project life cycle. The project scope demands coordination with the design team and the integration of design elements or phasing to accommodate the active campus. The selected partner must handle applicable city coordination and potentially manage Major Conditional Use permit requirements. Requested services include providing milestone cost estimating, comparing design alternatives against long-term cost effects, and offering feedback on market analysis for long-lead items to stimulate bidder interest. The agency may request early or multiple Guaranteed Maximum Price proposals for phased construction. Pre-construction services will conclude when the county either accepts or rejects the proposal for the construction phase services. Eligible bidders must be onshore organizations based in the United States, and the pre-construction work must be performed offsite at the vendor's own office premises. The county is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 16, 2026.
