Climate Action Resiliency Plan Service

The Maui County government authority in Wailuku, Hawaii, is seeking qualified professional consultants, firms, and organizations to build upon and update the Climate Action and Resiliency Plan (CARP). The agency needs to implement strategies and actions developed with input from the community, agencies, and public and private review committees to reduce Maui Nui's climate-change contributions and build local resilience. This updated plan must align with and complement countywide policy plan goals regarding minimizing climate change impacts and working toward resilience. The scope of work requires protecting, restoring, and sustainably managing the natural environment for current and future generations. The selected partner must inventory and reduce local greenhouse-gas emissions to achieve net-negative emissions and optimize resiliency within local communities. Additionally, the project covers cultivating local cultural practices rooted in ecological knowledge, advancing social equity, facilitating a circular economy, and sustainably addressing current and future infrastructure needs. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted either onsite or offsite. Bidders may submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget. A pre-proposal meeting is scheduled for July 08, 2026.
