Employee Health and Benefits Plan Service

The City of Canton, Georgia is seeking a vendor to provide employee health and benefits plan services. The agency needs strategic advising, plan design, actuarial analysis, compliance review, and ongoing management of its health and benefit program. This initiative aims to optimize the city's insurance offerings through a comprehensive audit of existing programs to identify gaps, redundancies, and cost-saving opportunities. The selected vendor must evaluate and advise on funding mechanisms, specifically self-insured versus fully-insured options, relative to the city's fiscal goals. The scope of work includes facilitating the annual renewal process, negotiating with carriers, forecasting budgets, and projecting rates. Additionally, the agency requires the auditing of all binders, policies, endorsements, and contracts to ensure accuracy and suitability. The agency requires expert recommendations on innovative plan designs, contribution strategies, and wellness initiatives. The vendor must provide comprehensive access to legal and compliance guidance covering ACA, HIPAA, COBRA, and other relevant regulations, along with timely, actionable updates. To support enrollment, the vendor must facilitate an online platform that supports self-service and integrates with payroll systems, while also assisting in the design of educational materials and announcements. Bidders must be onshore organizations based in the United States. The performance of all requested work will take place offsite. The agency is currently looking for proposals to determine the budget for these services. All questions regarding this opportunity must be submitted no later than July 16, 2026.
