Below Market Rate Inclusionary Housing and In-Lieu Fees Nexus Study Services

The City of Cupertino, California is seeking a qualified vendor to conduct a below market rate inclusionary housing and in-lieu fees nexus study. The city needs to ensure its Below Market Rate (BMR) Program and related in-lieu fees are legally defensible and economically feasible. This initiative aims to address the city's housing mitigation needs while aligning with the City General Plan, particularly the Housing Element and policies related to BMR housing. The scope of work covers the preparation of a necessary nexus analysis, economic feasibility analysis, fee study, and supporting documentation. The selected vendor must analyze the city's existing housing mitigation program and ordinance, current development patterns, and demographic forecasts. Additionally, the study must evaluate the city's progress towards meeting its regional housing needs allocation (RHNA). Only onshore organizations based in the United States are eligible to bid on this opportunity. The city expects the performance of the work to occur offsite.
