Plan Evaluation Service

The government authority located in Lincoln, Nebraska is seeking a vendor to provide plan evaluation services and technical assistance for revising its strategic plan. The agency needs to evaluate program successes, identify systemic barriers, and receive recommendations for plan revisions. This initiative aims to solve the problem of tracking and improving plan outcomes through qualitative and quantitative assessments of published benchmarks. The scope of work covers developing an evaluation plan, collecting and monitoring evaluation indicators, and creating or revising survey and assessment tools. The selected vendor will conduct interviews and focus groups with program staff, partners, and stakeholders to evaluate successes and challenges. Additionally, the project requires developing a communication plan to disseminate findings, drafting a plan evaluation report, and producing a progress report with recommended changes for the legislature. Bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be onsite in Lincoln, Nebraska. The contract period will span two years, and the agency is currently looking for proposals to establish the budget.
