Eviction Defense Legal Services

The Housing Authority of the City of Los Angeles, California is seeking a legal service provider to deliver comprehensive eviction defense legal services to tenants. The agency requires a vendor to prepare and submit formal responses to notices of termination of tenancy and represent tenants in mediations, negotiations, or other dispute resolution processes with landlords. The selected provider must also conduct legal research, investigation, and document review to prepare for trials or other judicial proceedings. The scope of work includes representing tenants at Unlawful Detainer trials, settlement negotiations, and administrative proceedings that could lead to eviction or the loss of public rent subsidies. Additionally, the agency requires post-trial stabilization services, such as sealing eviction records, and out-of-court assistance to negotiate rental assistance. The provider must deliver any other standard legal services reasonably related to preventing tenant eviction or disruptive displacement. Eligible bidders must be onshore organizations based exclusively in the United States. The selected vendor will perform all work offsite at their own office premises. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of services.
