City Attorney Services

The City of Eustis, Florida is seeking comprehensive legal representation and attorney services to act as the legal advisor, attorney, and counselor for the city and all its officers in matters relating to their official duties. The selected City Attorney will serve at the pleasure of the majority of the commission and will hold primary responsibility for performing legal research, preparing opinions, and advising city officials. This role requires the planning, coordination, and direction of all legal activities of the city, which demands close coordination with the City Commissioners, the City Manager, and officials from other governmental units. The scope of work requires representing the city in all legal matters, including bringing and defending suits when insurance counsel is not available or utilized. The designated attorney must advise the Commission and city departments on legal questions, provide staff assistance, and review and approve contracts, resolutions, and ordinances generated by city staff prior to commission consideration. Additionally, the attorney must conduct investigations, compel appearances, and make reports at the request of the City Manager and the City Commission, while maintaining legal files and providing the City Manager with copies of pertinent pleadings and orders. Eligible bidders must be onshore organizations based in the United States, and the performance of the contract work will take place offsite. The agency is looking for cost proposals from bidders to establish the budget for these services. All questions regarding this procurement must be submitted to the city no later than July 13, 2026.
