Legislative Consulting and Government Relations Services

The government authority in Colorado is seeking legislative consulting and government relations services to monitor and influence policy at multiple levels. The agency needs to identify state legislation, legislative proposals, and proposed state regulatory changes that may impact the county. To solve these challenges, the selected partner will work with the board of county commissioners and the administrator’s office to develop official positions on relevant legislative and regulatory matters. The scope of work requires the partner to arrange productive lobbying visits for the board of county commissioners and the administrator’s office. The partner must draft written communications regarding initiatives involving local, state, and federal agencies, as well as other organizations. Additional duties include drafting letters, testimony, amendments, position statements, and talking points, as well as testifying on behalf of the county before legislative and interim legislative committees. The agency requires direct lobbying contact with legislators, staff, state agencies, local governments, associations, and interest groups to advocate for the county's positions. Eligibility is limited to onshore bidders located in the United States, and the performance of the work must be conducted onsite. The agency is issuing this solicitation to establish a contract period of one year. The agency is looking for proposal submissions to determine the budget for this initiative. Bidders must submit their responses digitally via email or online. A pre-bid site visit is scheduled for July 09, 2026, and all questions regarding the solicitation must be submitted no later than July 10, 2026.
