Indigenous-led Learning and Assessment Services

The government authority in British Columbia is seeking Indigenous-led learning and assessment services to evaluate the early implementation of an Indigenous-led, non-police crisis response model. The agency needs to generate a clear, practice-informed understanding of what has been learned through this early implementation to support thoughtful program evolution, inform decision-making, and contribute to broader system learning. The project aims to solve the challenge of assessing this crisis response model through a process that is methodologically sound and grounded in Indigenous ways of knowing, being, and doing. The scope of work requires the integration of quantitative, qualitative, and Indigenous methodologies while applying a distinctions-based approach that recognizes unique rights, interests, histories, and governance structures. The selected partner must operate in a relational and respectful manner to support shared interpretation of findings, governance, and collaboration. This collaborative effort must include representation from the First Nations Indigenous Primary Care Network, community members, and Indigenous partners. Eligibility is restricted to onshore Canadian organizations, specifically Indigenous businesses and Indigenous-led organizations. The agency requires the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget. The agency has scheduled a pre-bid meeting for July 16, 2026.
