Dot Drug, Alcohol Testing and Consortium Services

The City of Palmdale, California, is seeking a vendor to provide Department of Transportation (DOT) drug, alcohol testing, and consortium services. The agency requires a fully compliant drug and alcohol testing program to solve the problem of maintaining regulatory compliance across its workforce. The scope of work covers full Consortium/Third-Party Administrator oversight, including pre-employment, reasonable suspicion, random, return-to-duty, post-accident, and follow-up testing. The selected vendor must administer both standalone and consortium-based random testing pools using a computerized, statistically sound methodology for random selections. The agency requires quarterly generation of random selection notifications, monitoring of annual testing rates to meet DOT mandates, and preparation of Management Information System reports. The scope also includes Medical Review Officer services to review laboratory-confirmed results, conduct donor interviews, and evaluate medical explanations for findings. The agency requires a secure, web-based platform for authorized personnel to access test results, monitor compliance, and download reports. Eligibility is restricted to onshore, United States organizations only, and the performance of the work must be onsite in Palmdale.
