Outside Advocacy Services

The Columbus, Ohio government authority is seeking a vendor to provide comprehensive outside advocacy services. The agency needs to establish clear advocacy objectives, goals, and legislative priorities through a strategic planning session with District leadership. This initiative aims to solve the challenge of navigating complex state-level policy by securing dedicated representation and monitoring before state elected officials, legislative committees, executive agencies, and key stakeholders. The scope of work requires legislative monitoring, policy analysis, and strategic recommendations specifically related to education, school finance, and state budget matters. The selected vendor must support the development and execution of the District’s legislative and operating budget agenda while coordinating legislative meetings and advocacy opportunities for District leadership and staff. Additionally, the agency requires preparation support for District representatives prior to meetings, testimony, and engagement with policymakers. Ongoing communication is a core requirement, and the agency expects regular reports, intelligence briefings, conference calls, and status updates. The vendor must collaborate closely with the Director of Government Affairs and designated District leadership to address emerging issues and opportunities. All contracted work must be performed offsite at the vendor's own office premises. Eligibility is strictly limited to onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the financial framework.
