Licensure Examination Development and Delivery Service

The Texas Behavioral Health Executive Council, a government authority located in Austin, Texas, requires comprehensive examination development, psychometric, administration, and program management services. The agency is seeking to develop and deliver a new, high-stakes licensure examination for psychologists and psychological associates. The primary objective is to establish a secure, scientifically sound, and legally defensible testing program that accurately measures the competency of licensure candidates. The scope of work covers the entire examination lifecycle, beginning with a job and practice analysis to define the testing blueprint. The selected provider must perform test development activities, psychometric analysis, standard setting, and fairness and bias reviews to mitigate testing disparities. Additionally, the project requires pilot and beta testing, secure item authoring and banking systems with classification and tracking capabilities, and candidate registration and eligibility systems. The agency requires the provider to deliver secure test administration and delivery services. All examination questions must be submitted to the agency no later than July 31, 2026. Eligibility is strictly limited to onshore organizations based in the United States. The agency permits the performance of the work to be conducted offsite. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of the project.
