Civil Justice Hub Platform Design, Maintenance, Support, Hosting and Development Service Using Drupal CMS

The agency is seeking a vendor to provide civil justice hub platform design, maintenance, support, hosting, and development services using the Drupal content management system. The project requires a full platform build rather than a redesign or a microsite, and the final product must be compatible with mobile devices, web browsers, and social media. This platform must support multiple experience layers on shared infrastructure, including a public, issue-centered experience for general visitors, alongside authenticated sections tailored for grantees, partners, and agency staff. The scope of work covers core functionality and content areas including a public data and research portal, a secure analytics and benchmarking system, and a learning and technical assistance center. The platform and hosting must utilize Drupal 11 on Pantheon, incorporating content management system capabilities, authentication and identity management, and search and discoverability features. The vendor must also address design, accessibility, mobile compatibility, performance, security, search engine optimization, redirects, web analytics, and other additional features. Eligible bidders must be onshore organizations based solely in the United States. The agency requires all performance of the work to be conducted offsite.
