Uptown Parking Management Consultant Service

The City of Marion, Iowa, is seeking a parking management consultant team to assist in managing the parking inventory located within its uptown area. The agency needs to expand on its 2023 uptown parking study by developing a management strategy that balances the needs of businesses, employees, and patrons. While the previous study laid out various parking-related strategies based on approach, cost, impact, and timing, the city now requires data-driven analysis and best parking management practices to manage its parking assets. The scope of work requires information collection, a preliminary survey, and a prioritization plan. The selected consultant must perform data collection via mapping to determine the existing supply of public and private parking, including on-street, off-street, and short-term loading zones. The agency also requires mapping data on the utilization of this public and private inventory during peak days, specifically Thursday through Saturday, at peak times. The project involves analyzing the gathered parking inventory and utilization data in relation to the 2023 uptown parking study. Based on this analysis, the consultant must identify parking management recommendations, including specific triggers for implementation. The agency requires an analysis of the feasibility of paid parking versus permit programs, including strategies and triggers for transitioning from free to paid parking. Additionally, the work includes reviewing existing short-term loading zones and providing recommendations for current, alternate, and future locations over the next five to ten years. Eligible bidders must be onshore organizations located in the United States. The agency allows the performance of the work to be conducted offsite. The city is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 15, 2026.
