Fair Housing Services

The City of Sandusky, Ohio, is seeking a vendor to develop, implement, and administer a comprehensive fair housing program. The agency needs to address local fair housing issues through education, outreach, testing, and referral services. The selected partner will support city staff and the community by ensuring compliance with fair housing laws and providing accessible resources to resolve housing discrimination issues. The scope of work covers four primary program elements over a one-year contract period. For the educational element, the vendor must develop fair housing seminars for private, non-profit, and government audiences, while also providing training and technical assistance to city staff. The outreach component requires the creation of bilingual brochures in English and Spanish, alongside a comprehensive geographic outreach and education plan. For the testing component, the vendor must conduct fair housing testing using a paired test format at a minimum of two sites directed by the city, plus additional sites based on complaints. The referral element requires the vendor to establish and publicize a system for receiving, resolving, or referring fair housing complaints. The vendor must also maintain complete statistical records of these complaints and submit quarterly reports to the city. Eligibility is restricted to onshore organizations based in the United States. The agency allows the performance of the work to take place offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to establish the budget for this initiative.
