Environmental Modifications Evaluators Service

The New York State Medical Indemnity Fund Administrator in Albany, New York is seeking competitive proposals to provide environmental modifications evaluators services. The agency needs qualified professionals to determine whether the homes of fund enrollees require physical modifications to meet their functional needs in accordance with regulatory standards. Eligible offerors include independent living specialists, independent building contractors, occupational therapists, physical therapists, remodeling contractors and builders, engineers, rehabilitation specialists, case managers, public health nurses, assistive technology specialists, rehabilitation evaluation agencies, and rehabilitative specialists services. The scope of work covers four distinct evaluation phases for home modifications. First, evaluators must conduct initial evaluations by reviewing documentation provided by the fund administrator and performing in-person home visits to assess the current state of the residence. Second, evaluators must perform bid evaluations by reviewing qualifications and a minimum of three bids submitted by general contractors for the approved construction or installation. Third, at the discretion of the department or fund administrator, evaluators must conduct mid-modification evaluations, which may include in-person site visits to assess construction progress and review requested change orders. Finally, evaluators must perform post-modification evaluations through in-person site visits to verify that the completed work meets the enrollee's functional needs, adheres to safety and building codes, and functions properly during a hands-on test by the enrollee. Bidders must perform the administrative portions of the work offsite, though the evaluations themselves require physical, in-person visits to the enrollees' homes. The agency restricts eligibility to onshore bidders located within the United States. The resulting contract will cover a performance period of one year.
