Rehabilitation Specialist Services

The City of Kettering, Ohio, is seeking a vendor to provide rehabilitation specialist services to assist in the implementation of various federal grants. The agency requires technical advice and assistance to ensure these grant programs are successfully executed. The selected provider will establish and maintain a program oversight effort to inspect homes before, during, and after construction. The scope of work covers preliminary feasibility inspections of selected dwellings to establish rehabilitation viability. The provider must generate work specifications and cost analyses for all required work, including items identified in lead risk assessments. Additionally, the role involves reviewing specifications with property owners and program staff, and conducting pre-bid walk-throughs with owners and selected contractors. The agency requires the specialist to conduct interim inspections to ensure work is properly undertaken and to assist with day-to-day project administration. The provider must secure executed copies of lien waivers, warranties, and homeowner satisfaction statements from the contractors and owners for the agency files. All performance of the work must take place onsite in Kettering, Ohio. Eligibility is limited to onshore organizations based in the United States.
