Construction Legal Services

The San Diego Association of Governments is seeking on-call construction legal services on an as-needed basis to support construction-related matters. The agency needs legal, technical, and strategic support to handle construction claims arising under agency construction contracts, including risk analysis and defense strategies. The selected firm will advise on negotiation positions, settlement options, litigation exposure, and issues relating to tender of claims for indemnity, construction guarantee, and bond payments. The scope of work also requires the legal provider to represent the agency in mediation, arbitration, and litigation involving construction defects, construction claims, stop notices, and false claims. Additionally, the agency requires assistance with solicitation materials, including the preparation of invitation for bid documents and related contracts. The agency expects all performance of the work to occur onsite in San Diego, California. Eligible bidders must be onshore United States organizations. The agency is establishing a contract period of five years. Bidders must submit any questions regarding this opportunity no later than July 15, 2026. The agency is looking for proposals to determine the budget and allows digital submission via email or online.
