Disability Economic Advancement Advocacy Consultant Services

The agency is seeking disability economic advancement advocacy consultant services to establish a foundation, develop strategy, and implement legislative session advocacy. The project aims to solve the problem of insufficient economic advancement for individuals with disabilities by building a structured governance alignment, a compelling messaging framework, and a defined grassroots and stakeholder engagement strategy. The scope of work covers pre-session engagement, including legislative and policy strategy aligned with sunset and other vehicles, as well as communications, media, and grassroots network activation. During the legislative session, the selected consultant must execute the advocacy strategy, coordinate stakeholder engagement, and advance priority policy reforms. Bidders must perform all work onsite and must be located onshore within the United States. The agency allows digital submission of proposals via email or online portal. The agency is looking for proposal pricing to determine the budget, and the contract period will run for one year. The agency will host a non-mandatory pre-bid meeting on July 16, 2026.
