This pre-application work includes writing narratives, drafting letters of intent, collaborating with district staff to prepare project budgets, evaluating water savings, performing cost-effectiveness calculations, and identifying other project benefits. Additionally, the consultant must provide well-supported quantification and responses for each evaluation criterion within the applications, incorporating reference documents, maps, or links. Eligibility is strictly limited to onshore organizations based in the United States. The district allows the selected vendor to perform all work offsite. Bidders must submit their proposals digitally via email or through the designated online portal. The district is requesting budget proposals from bidders to establish the cost of services, as no set budget is pre-determined. The resulting contract will span a performance period of two years.
