Law Enforcement Criminal Background Check Services

The Greater Cleveland Regional Transit Authority is seeking a vendor to provide comprehensive Criminal Justice Information Systems compliant background investigation services for transit police officer candidates and designated non-law enforcement personnel. The agency needs to solve the problem of ensuring that personnel requiring access to sensitive law enforcement systems, facilities, records, or information meet strict public safety screening standards. The scope of work covers pre-employment and personnel background investigations to support hiring, promotion, transfer, and retention processes. The requested services include fingerprint processing, investigative interviews, verification of Personal History Questionnaire information, and law enforcement suitability assessments. The selected provider must also conduct social media and internet presence reviews, neighborhood and reference investigations, employment and performance history verifications, and military, educational, and professional license verifications. Additionally, the agency requires driving history reviews, criminal history reviews, social security traces, residency verifications, financial background reviews where authorized, character reference interviews, and prior law enforcement agency checks. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected contractor will perform all work offsite over a contract period of two years. The agency is looking for proposals to determine the budget and will evaluate submissions based on the outlined background check capabilities. Bidders must submit all questions no later than July 8, 2026, and the final responses can be submitted digitally via email or online.
