Training and Workforce Development Service

The Ohio government authority is seeking a vendor to provide training and workforce development services. The agency needs to develop, deploy, and scale post-secondary workforce training and preparation initiatives that support the current and future workforce needs of the Defense Industrial Base. This initiative aims to solve the critical shortage of skilled labor by supporting innovative industry training designed to upskill, reskill, or otherwise prepare individuals for careers in defense-relevant manufacturing occupations. The scope of work covers several advanced manufacturing technology areas. These areas include digital transformation and the digital thread, industrial robotics, smart manufacturing, and the Industrial Internet of Things. The training must also address cybersecurity in manufacturing environments, artificial intelligence for manufacturing, additive manufacturing, advanced production systems, and electrical, mechanical, and multi-craft industrial maintenance. Projects must include employer validation of program offerings and resources, as well as hands-on or work-based learning where applicable. The agency also requires support for faculty and instructor development to build institutional capacity for delivering advanced manufacturing instruction. Additionally, the project supports early-stage workforce preparation and career pathway development through high school dual-enrollment, career-technical education, college credit plus statewide innovative waivers, and pathway articulation. Only organizations based in the United States are eligible to bid on this opportunity. The selected contractor will perform all work offsite. The contract period will span one year. The agency is looking for proposals to determine the budget for this project. Bidders must submit any questions regarding this opportunity no later than July 6, 2026.
