Utility Relocation Monitoring and Technical Support Services

The Arizona government authority is seeking on-call utility relocation monitoring and technical support services to augment agency staff in the delivery of the Transportation Improvement Program, Maintenance Improvement Program, and other assigned duties. The agency requires a Utility Inspector to monitor relocations, collect audit as-builts, coordinate with project stakeholders, and report on utility relocation progress and conflicts. The agency also requires a Utility Manager to manage the assignment scope, coordinate with the Utility Inspector and Project Manager, and serve as the main contact for all contract and field-related questions. The scope of work covers coordinating the relocation of overhead and underground private and public utility facilities for public works projects. The selected provider must review project design and relocation plans, represent the agency with governmental entities, utility companies, design consultants, and contractors, and conduct encroachment permit reviews for utility facilities within proposed construction areas. The agency also requires field observations and monitoring of utility facility relocations and projects under construction. Eligibility is restricted to onshore USA organizations, and the performance of the work must be conducted onsite. Bidders must submit any questions regarding this opportunity no later than July 16, 2026.
