Healthy Homes Weatherization Services

The City of Fort Collins, Colorado, is seeking a vendor to provide healthy homes weatherization services and technical assessments of participant homes. The agency aims to improve indoor air quality, energy efficiency, and safety for residents in the program. The selected contractor will perform blower door tests to identify air leaks and insulation needs, seal windows and doors with caulking and door sweeps, and apply foam sealing around plumbing. The scope of work also requires outlet insulation, sealing around window air conditioning units, and inspections of hot water heaters, attics, and crawlspaces. The contractor must document additional needs such as window and door replacements, holes in siding or roofing, duct work issues, health and safety needs, and energy efficiency improvements. On a case-by-case basis, the agency requires the performance of recommended work including oven range hood venting, roof replacement or repair, leak repairs, insulation installation, door replacement or repair, exhaust fan installation, furnace replacement, window repairs, and electrical upgrades. Only onshore organizations based in the United States are eligible to apply for this opportunity. The performance of all contracted work must take place onsite in Fort Collins. Bidders must submit any questions regarding the solicitation no later than July 10, 2026. The agency accepts digital submissions of proposals via email or online, and the budget evaluation will be based on the submitted proposals.
