RFI for Advertising, Recruiting Service - Presolicitation

Delaware State University is seeking advertising and recruiting services for the 2026-2027 academic year. The agency needs to target participants, students, friends, and families who attend or visit the university campus. The scope also covers reaching individuals who visit the agency's athletics digital media platforms. The agency requires all performance of the work to take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget for this project.
