Advancing Wellness and Resiliency in Education Project Service

The District of Columbia Department of Behavioral Health is seeking a vendor to establish a sustainable framework that addresses mental health, substance use, and co-occurring disorders for school-aged youth in local or tribal education agency settings. The agency requires the implementation of a three-tiered public health framework encompassing awareness, promotion, prevention, and intervention. To support this initiative, the selected provider must deliver health literacy training to adults who interact with school-aged youth and expand workforce training capacity for school personnel and mental health professionals. The scope of work also requires the vendor to foster a positive school climate by promoting resilience and mental well-being for all students. The provider must develop screening and referral pathways to connect youth to appropriate school and community-based resources, supports, and services. Additionally, the project involves building collaborative partnerships to ensure long-term grant implementation and sustainability. Eligible bidders must be onshore organizations based in the United States. The agency permits the selected vendor to perform all work offsite.
