Youth Employment Program Service

The Westchester County government authority located in White Plains, New York is seeking public and private organizations to provide a 2026-2027 Youth Employment Program. The program aims to help reduce community gun violence and youth criminal justice involvement by providing year-round employment opportunities to eligible Temporary Assistance to Needy Families youth. This initiative addresses the long-term struggles faced by vulnerable, at-risk, and unemployed youth, including poverty, dependence on public assistance, and barriers to successful employment resulting from exposure to trauma and violence. The scope of work covers the establishment of a program that includes employment, education, and career exploration opportunities for agency-eligible youth from low-income households. Funding also supports employment programs for youth at risk of gun violence as part of a state-wide gun-violence reduction intervention model. The selected providers must develop work site placements in public, private, and not-for-profit agencies, and match youth to these sites based on individual ability, interest, employment goals, and available supervision. The agency requires providers to collaborate with local law enforcement and other local organizations serving at-risk youth. Providers must give all worksite supervisors a formal familiarization of program goals, requirements, and procedures. Additional administrative responsibilities include maintaining participant sign-in sheets for time and attendance at all worksites and obtaining evaluations from worksite supervisors for all enrolled youth. Eligibility is restricted to onshore, United States organizations only. The performance of the work will take place offsite. The contract period will run for one year, and the agency is currently looking for proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than July 14, 2026.
