Market Conduct Examinations Services

The South Dakota Division of Insurance in Pierre, South Dakota is seeking a contractor to provide market conduct examinations services. The agency needs to resolve the challenge of evaluating identified insurance companies by utilizing external examiners. The selected contractor must make available one or more examiners to perform these evaluations and must be ready to begin examinations no later than 30 days from the date of contract signature. The scope of work covers pre-examination planning meetings, time and cost estimations, and the execution of examinations. The examiner in charge must participate in planning meetings with the division and the examined company, and offer to conduct an exit conference upon completion. The agency allows the examiner in charge and the examiners to conduct the examinations either on-site or off-site as appropriate. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and will establish a contract period of two years. Bidders must submit all questions regarding this opportunity no later than July 27, 2026.
