Student Records Management and Fulfillment Platform

The school district is seeking a student records management and fulfillment platform to support its transition to an all-electronic student cumulative record environment. The agency needs to enhance operational efficiency, strengthen data security and regulatory compliance, improve records access for authorized users, and ensure long-term preservation of student and district records. This platform must accommodate large volumes of records for a district serving tens of thousands of students and several thousand employees. The scope of work requires the completion and implementation of a multi-year plan to digitize existing stores of student records. The requested solution must include high-resolution scanning for archival quality, optical character recognition for full-text search, and indexing aligned to district-defined identifiers, document types, dates, and retention categories. The system must also feature secure electronic delivery, automated Family Educational Rights and Privacy Act disclosure logging, configurable timelines for statutory compliance, and comprehensive audit logs capturing all record access and changes. The selected provider will deliver system implementation, configuration, training, and ongoing support. Only onshore organizations based in the United States are eligible to participate in this opportunity. The agency requires all performance of the work to occur offsite.
