Heat Pump Water Heater Marketing Service

The agency is seeking a vendor to provide marketing services for its heat pump water heater program. The project aims to design and implement marketing strategies that engage the market and accelerate the adoption of these water heaters through the hot water solutions brand. The selected contractor will deliver specific marketing activities and communications to support program goals while providing consistent project management and ad hoc support to the senior manager of marketing strategy. The scope of work requires the vendor to provide strategic vision and recommended activities in annual strategic marketing planning to position the technology as the preferred product for distributors, retailers, installers, and consumers. The contractor must develop a program-wide messaging platform with a clear value proposition for each target audience to move the overall market toward greater adoption and sales. Additionally, the vendor will review and update existing marketing materials, develop educational and best practices content for industry stakeholders, and review new materials created by the program implementation team for events and trainings. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the performance of the work to be conducted offsite. Bidders must submit all questions regarding this opportunity no later than July 10, 2026, and the agency is currently looking for proposals to establish the budget.
